The future of customs brokers is being reshaped by legal and technological developments.
The EU Customs Reform extends importer liabilities to customs representatives, raising concerns about the profession’s viability, while the UK is developing standards to enhance the quality of customs intermediary services. At the same time, automation - culminating in the EU Customs Data Hub and the abolition of the term ‘customs declaration’ - marks a fundamental shift in practice.
Although terminology varies internationally (customs brokers/ representatives/ intermediaries), there is broad agreement that the profession in most countries will only remain sustainable if customs brokers maintain the highest professional standards and adapt their role towards consultancy.

President at CONFIAD
The Pan-European organisation International Confederation of Customs Brokers and Customs Representatives (CONFIAD) was established in Italy in 1982. Its purpose is to defend and coordinate the professional interests of its members, while supporting the harmonisation of legislative, professional and customs regulations at European level. CONFIAD represents its members before the EU institutions as well as other public and private bodies. The organisation encompasses 20,000 companies - mainly small and medium-sized enterprises -providing customs services and employing 250,000 people across the European Union.

Kevin Shakespeare
Kevin Shakespeare is the Director of Strategic Projects and International Development at The Institute of Export & International Trade (IOE&IT), the UK. The Director of the IOE&IT Academy and an approved UN international trade trainer, Kevin has developed several of the IOE&IT’s educational and training programmes including the Diploma in World Customs Compliance and Regulation. He has worked on trade initiatives with Invest NI, Scottish Enterprise, UK Export Finance, Saudi Export Development Authority, among others, and is also the dean of the UK Customs Academy and NI Customs and Trade Academy.
