The electronic customs declaration consists of data elements that should be harmonised worldwide so that customs can verify the data flow from the exporting country to the importing country. The World Customs Organisation has developed the WCO data model, which provides a universal language for cross-border data exchange. The EU has adopted this model for its own purposes and for trans-European use.

The EU has adopted this model for its own purposes and for trans-European use (for customs trans-European systems such as NCTS, AES, ICS).

EU customs common data requirements are set out mainly in Annex B UCC Delegated Act and Annex B UCC Implementing Act, though other annexes of those regulations are relevant as well. The information from all these annexes is consolidated on one website - the EU Customs Data Model (EUCDM), which can be used by economic operators to overview the data elements and the related legal requirements.
