"Surviving" customs audits with the INCASE Compliance Model

The training will be conducted in German language.
“In my work as a customs auditor for several years, I have seen many companies with numerous approaches and attempts to get a grip on the management of customs requirements. Despite great efforts (financial, human, technical), organisations often fail to achieve the desired effect and corresponding success in the area of customs compliance,” says Dr Michael Jung.
To remedy this situation, the INCASE model was developed in a university research project with the participation of numerous economic actors (companies, consultants, service providers) as well as institutions and business associations. The model is both scientifically and theoretically grounded and has been empirically tested. The INCASE model offers an instrument that is as effective as it is clear, and is aimed at the sustainable and long-term organisation of customs compliance.
The training is designed in particular for Customs managers, shipping employees, managing directors, customs officers, forwarders and customs consultants, who are responsible for customs matters in companies and organizations and would like to gain a deeper understanding of the control systems of the customs authorities and professional prevention and sanctions.
Topics
You will learn how customs authorities select audit recipients, how tax audits are carried out, how to hanle an audit and what is important and how sanctions can be prevented or averted by means of effective customs compliance management.
During the training, we will cover these topics:
- Part I Customs audit: Systematics of customs and tax audits, selection of addressees, implementation of audits, conduct during audits and dealing with the auditor, audit findings and official consequences, liability for irregularities.
- Part II INCASE Compliance Model: Standards map and risk atlas as the basis of an effective customs compliance management system, design and implementation of effective compliance in the company, findings from authorities and internal audits, liability defence through compliance.

Lecturer

Dr Michael Jung has been working in various areas of the European customs administration for over twenty years and is also involved in scientific research projects on the development of global compliance strategies and their implementation in operational infrastructures.
His main interests lie in interdisciplinary issues of customs, tax, foreign trade and preference law and their linkage with future topics such as complexity, uncertainty, change and innovation and the associated management challenges such as control, organisation, processes, personnel and IT. He is the author of numerous specialist publications as well as a speaker, trainer and university lecturer.
