Packaging and Packaging Waste Regulation: current compliance questions

The Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, applies from 12 August 2026. It reaches every business that places packaged goods on the EU market, not only packaging manufacturers. An importer or distributor who first makes packaged products available in the EU is a 'producer', and 'packaging' covers almost anything sold with an item that is not part of it. Most of the requirements depend on Commission implementing acts, the first of which are already late. This leaves traders with questions: 

• Does the regulation apply to my goods?

• Who in the supply chain is responsible for what?

• What must be in place now?

This roundtable is about those questions. We start with the roles the regulation creates and the duties attached to each, so that a company can say clearly which obligations are its own and which belong to its suppliers or customers. We then turn to the questions traders raise most often in practice, what they need to draw attention to now, and how to prepare while the detailed rules are still being written.
