Mastering 350+ customs-enforced regulations: the future of EU customs professionalism

As the number of customs-enforced regulations continues to grow in both volume and complexity - while simplification remains largely an EU-level ambition - the issue of professionalism in customs has become something of an elephant in the room across the European Union.
 
This challenge is further intensified by the increasing levels of responsibility introduced through the EU Customs Reform.
 
In this roundtable discussion, we will:

• Examine how the new EU Customs Code is reshaping responsibilities; and the harmonised penalties framework for infringements
• Discuss the key insights on the future of customs representatives and customs professionals more broadly, shared during the conference “Customs Representatives in the New European Reality: Reform, Digitalisation and Accountability”, held in Sofia, Bulgaria, on 12 May 2026
• Consider the broader question of whether - and how - it is possible to navigate and manage more than 350 customs-enforced regulations while retaining full responsibility for decision-making

Dr Massimo De Gregorio
President of CONFIAD - Paneuropean Network Confèdèration Internationale des Agentes en Douane, Italy

Massimo De Gregorio is the Chairman of De Gregorio SRL, a firm specialising in customs clearance, international trade consultancy, and logistics. He holds a degree in Maritime Economic Sciences from the Naval University Institute of Naples and has spent his career leading his family’s business. An expert in customs law, De Gregorio has lectured at prestigious institutions, including Bocconi University, the University of Livorno, and the Mater Institute of Naples. His leadership extends to major industry associations; he has served as President of ANASDED (National Association of Customs Forwarders) since 2011, and President of CONFIAD (Pan-European Network Confederation Internationale des Agents en Douane) in Brussels since 2013.
