Northern Ireland, Windsor Framework and the upcoming changes

Description

The Windsor Framework replaced the earlier version of the agreement between the UK and the EU on Northern Ireland, the Protocol. Despite being in force for over a year, the changes under the Windsor Framework will continue to be gradually introduced into 2025.

The agreement provides a unique customs solution based on two categories of goods: “at risk” and “not at risk”. This complex solution still poses a number of practical challenges for companies attempting to operate between Great Britain, Northern Ireland and the Republic of Ireland. The issues around implementation of the Framework have not been fully addressed.

On 30 September 2024, a new set of arrangements for the movement of parcels under the Windsor Framework will be introduced. With the full guidance and information about this scheme not being available until the very last minute, it has been difficult for the private sector to prepare. As with previous changes introduced under the Framework, the level of awareness of the upcoming changes is also quite low.

Stephen Kelly
As CEO of Manufacturing Northern Ireland, Stephen represents the interests of the sector to Governments in NI, UK, the EU, and the US in areas which impacts on Northern Ireland’s position as a location to create, invest, grow, and sustain a manufacturing business. He is at the forefront of NI’s business community’s actions on Brexit. He was a member of the UK Government’s Board of Trade, UK National President of Junior Chamber and the BBC’s Broadcasting Council and is currently on the Board of a local arts based social enterprise as well as a Visiting Professor in Ulster University’s Business School. In March, Stephen was appointed by the Northern Ireland Economy Minister to Chair the Taskforce to double number of students at Ulster University’s Derry ~ Londonderry campus. 

Jonathan Walsh
Jonathan Walsh has spent his career working in International Trade, including 15 years in senior roles within industry in the U.K. and Ireland, as well as gaining experience in the Americas, Europe, Russia and Africa. He is a Full Member of the Chartered Institute of Export and International Trade, a Fellow of the Institute of Consulting (part of the Chartered Institute of Management) and holds both post and undergraduate qualifications in Shipping (‘Laytime, Demurrage & Despatch’ from Cambridge Academy of Transport), Strategic Management (University of Ulster) and Economics (University of Bangor, Wales). He is also a member of the Institute of Directors. As a director in Fortior Insight, Jonathan specialises in supporting businesses to meet their Cross-Border trade obligations, and in particular, trading under the Northern Ireland Protocol and Windsor Framework.
